Based on the situational analysis of the district and taking into account the priorities identified by the sectors as well as their potentials and constraints, the Economic development Unit adopted the priorities below:

• To promote the conservation and protection of land,
• To increase and develop agricultural production and animal resources,
• To develop industrial cash crops,
• To facilitate agricultural investments,
• To reinforce food safety,
• To rehabilitate and put to good use marshes and swamps,
• To reinforce the organisational capacity of co-operatives,
• To develop and improve the infrastructures for economic development,
• To encourage the creation of small and medium-size companies (SME),
• To encourage income generating activities for employment in other areas other than the agricultural sector
• To involve the private sector in the economic development of the District and to encourage its initiatives,
• To promote exports,
• To identify tourist sites, to develop them and promote investments in this field.

The district's vision is to accomplish the above mentioned objectives by 2012.
