STRATEGIES OF FINANCING AND INVESTMENT The policy of decentralization of the administrative entities undertaken by the Government was concretized by tax decentralization. Also for its operation, Huye District has two budgetary headings: • The ordinary budget which covers the operational costs of the District. • The Development Budget which is intended for the socio economic development of the District and capacity building. It comes mainly from government exchange subsidies and from different Non-Governmental Organisations and other development projects working in the District. Indeed, the financing of the development plan for Huye District must borrow several channels namely: - Funds Transfered from the Central Government through CDF (Common Development Fund); - Resources from the District; - Contributions from donors financing development projects in the District ; - Contribution from BRD (Rwanda Development Fund) financing initiatives of the private sector; - The Movement of the Micro finance; - Capital Finance instruments from the private sector; - The community (nationals of the District working in the country or abroad). Resources mobilisation strategy and implementation for the District Development plan will thus be done on the District and Sectors level in accordance with the decentralisation policy. Also, the role of the District authory is it to ensure the coordination of leaders' efforts so that the objectives in focus are achieved. In addition, the development and the reinforcement of partnerships are important for the execution of this plan. The local and foreign economic operators, the banks and micro finances institutions the , NGOs, etc have a role to play in the various areas of activity and will facilitate not only the improvement but especially the diversification of the quality of products. Also it is necessary to identify all the partners of the District. |
